Better Quality means "If same size, more similar to original picture". As contrary if same quality, it needs less bitrates. Better Quality video codec benefits in many aspects. It can compress video file with more efficient way.

Because it uses log scale, the slight difference between the PSNR values of the image results to great quality difference. It shows MPEG1 video codec compresses video more efficiently than BINK about 40%.
CPU usage is the most important consideration in game. Though recent CPU improved dramatically, game developers still want to have more CPU power.
